Give Dignity

The City of Cape Town is running an initiative to raise awareness of the plight of people living on the street. The initiative emphasises the importance of giving those in need a hand up rather than a handout. Instead of a cash handout, which often increases the risk of prolonged homelessness, we encourage you to make a donation.



The COVID-19 pandemic has made life challenging for everyone, and our most vulnerable residents have been the hardest hit. If you are in a position to make a difference in someone's life, then please consider donating, Your contribution will go to an NGO working in the community that has been vetted by the City. That way, you can trust that your donation will go to a worthy cause.

Your donation can help someone meet their basic needs, including:

  • Breakfast or a hot meal
  • A night in a warm bed
  • A mask or hand sanitiser

In the right hands, your donation goes further.

DID YOU KNOW?

A Caring City: We run a safe space for street people under the Culemborg Bridge on the foreshore. The Culemborg Safe Space is a transitional shelter where people are able to spend the night, access ablution facilities and securely store their belongings. They can also access a number of additional services to help them reintegrate into society. 

Alternatively, there are a number of shelters run by NGOs that offer assistance. The Western Cape Government keeps a database of registered homeless shelters.

SBHOA BOARDWALK PROPOSAL

On 11 August 2020 SBHOA representing the community, presented a proposal to the City of CTown to please consider placing a boardwalk on the dune section of the beach.  We asked them to give us an understanding of the effect this could have on the biodiversity, as well as the community.

The City of Cape Town is in favour of the project, and will support Sunset Beach should we wish to fund part or all of the project.  

Should anyone wish to take this project further, you will need to fundraise, as well as get a clear understanding of the community's needs prior to going ahead with the project.

Sunset Beach HOA Easter Egg Hunt Winners

Sunset Beach Home Owners Association hosted yet another successful Easter Egg Hunt Event this year.  The community children (and parents may we add!) had a wonderful time searching for hidden prizes and eggs on the beach.


Every child also received a little hamper and colouring in competition on the day.  Thank you to the sponsor of this lovely initiative (Mrs Adele Werth) who announced the winners this week.

Congratulations to the future artists in the making all the way from Sunset Beach.  We hope to see you all again next year.

Handouts hurt City’s street people

The City today 10 October 2017 renewed its call to residents to refrain from giving handouts directly to street people.

This, below, was the key message during an event to mark World Homeless Day, hosted by the City of Cape Town in partnership with Oasis ‘Reach for Your Dreams’. 


The City today 10 October 2017 renewed its call to residents to refrain from giving handouts directly to street people.

This was one of the issues discussed at an event to mark World Homeless Day, attended by more than 100 street people.

The event was hosted by the City’s Social Development and Early Childhood Development Department, in conjunction with non-governmental organisation, Oasis ‘Reach for Your Dreams’. Also in attendance were other NGOs, the Department of Home Affairs and the South African Social Security Agency.

World Homeless Day is now in its seventh year. It aims to highlight issues affecting homeless persons as well as the role communities can play in responding to homelessness.

Why is is bad to hand money to street people?

‘We are constantly reminding residents about the harm in giving money directly to street people. While they may think they’re doing a good deed, in reality it only discourages street people from accepting social services. Giving money perpetuates chronic homelessness as well as various other social issues. The City has a number of programmes to help street people, but we can reach far more people in a more meaningful way if the public support the interventions that will assist with reintegrating and helping street people rather than giving handouts that are nothing more than a plaster on a wound requiring far greater care.

What Should You Do With Your Donations Rather?


‘Often the donations obtained on the street will actively prevent reintegration. While members of the public will complain about the structures erected and activities undertaken by street people, they will often also continue to incentivise such behaviour through donations directly to the street person while forgetting about the person who leaves the street to return home or moves to a shelter. The City therefore encourages people to donate directly to the NGOs working with street persons to ensure that we support street people that attempt to rebuild their lives off the street,’ said the City’s Mayoral Committee Member for Safety and Security; and Social Services, Alderman JP Smith.

The City has a dedicated Street People Unit that provides a range of services including:

·         Relocation of street people to various shelters in the city
·         Reuniting street people with their families/community of origin
·         Assistance with access to identity documents and social grants
·         Access to substance abuse rehabilitation programmes
·         Developmental opportunities
·         Short-term work opportunities through the Expanded Public Works Programme

‘While the Street People Unit is doing good work, it cannot operate in isolation and so we rely heavily on other role players like the NGO sector, the City improvement districts and the Western Cape Government to augment our interventions. Building transversal relationships within the City but also with external partners is critical to our Organisational Development and Transformation Plan, but also breaking the mould in how we address issues of homelessness,’ said the City’s Mayoral Committee Member for Area South, Councillor Eddie Andrews.

During the 2016/17 financial year, the Street People Unit responded to nearly 15 000 complaints about street people and successfully offered assistance to more than 2 600 individuals. The Reintegration Unit reunited 82 persons with their families during this period.

What Happens to a Client That Accepts Help From The City?

Once a client has accepted offers of social assistance, they are relocated to a shelter temporarily while the reintegration officer establishes whether the client can be reunified with their family and identifies additional needs of the client in respect of other services like healthcare, substance abuse interventions or access to grants and other social services.

‘We need to take the long view on this and move away from the perception that law enforcement is the be-all and end-all solution. The reality is that our Law Enforcement Department’s powers are fairly limited and their interventions serve only to displace the problem. The criminal justice system has weaknesses that make law enforcement particularly ineffectual in responding to complaints about by-law transgressions by street people. While we are engaging national government to remedy these criminal justice system shortcomings, we also maintain that social development interventions are more effective and more appropriate than an enforcement approach to homelessness.

‘Social intervention, though time consuming, is ultimately how we will reduce the number of people living on our streets. But again, I remind residents that it’s futile to complain about the presence of street people in your neighbourhood or public open spaces while enabling the behaviour through handouts,’ added Alderman Smith.

New PTZ Camera on Hastula Road is now active

Thank you to Andy Davies (SBHOA committee member), the team at Crime Watch and  and Diethelm Schuessler, owner of Ocean 12 Guest House for the successful installation of the PTZ Security Camera at the beach car park in Hastula Way.

Free Seminar on Dog Safety on the Beach

It is always a contentious issue when a beach is declared leash free. On the one side, there is nothing nicer than seeing a dog run freely and wagging it's tail out of delight of freedom and happiness. On the other hand there are beach goers who also want to enjoy the beach but their dogs might be on a lead because they are recovering from an operation or injury, on heat, maybe blind and scared, or maybe not the kind of dog that likes to be around other dogs out of fear or maybe protective.

Camera Project: Getting a Major Boost from a local sponsor!

Announcing Project Camera Upgrade

Attention all Sunset Beach Residents and Business Owners

Below is the information covering the launch of the upgraded security camera project in Sunset Beach:

Security Camera Project Information
We are lucky to be living in a low crime incident neighbourhood especially if we compare ourselves with other neighbourhoods in Cape Town.  I receive the weekly newsletter from City Bowl area and am shocked to see how crime has escalated to home invasions in the Cape Town CBD.

The SBHOA would like our community to focus not only of the prevention of crime, but also on any existing crime, regardless of the severity.

The existing security cameras have demonstrated a significant impact on lowering crime over the past few years, resulting in several criminals being apprehended.

Taking into account that Sunset Beach has two entrances, criminals (or possible suspects) can be tracked by Crime Watch as they move through Sunset Beach.  Security vehicles are dispatched immediately to investigate or ask suspects to leave the area.

The SBHOA has decided to initiate a security camera  project in Sunset Beach based on the preliminary study completed in partnership with Crime Watch:
  1. Additional camera coverage in beachfront areas and Ocean Way Shopping Centre will improve surveillance of these areas that have proven to be problematic in the past; and
  2. replacement of existing cameras with higher resolution PTZ cameras (PTZ= pan tilt zoom) will improve the ability to track and identify criminals, especially at night.

This amounts to:

  • 1 new PTZ camera installed at the shopping centre.
  • 2 new PTZ cameras installed at beach parking areas.
  • Replacing the Bay Beach / Ocean Way camera.
  • Addition of any other cameras if funds permit.

What is the proposed time frame for installing new cameras?
The SBHOA plan to install the first camera by end of March.  Other planned cameras will be installed as soon as the funds are raised.   We are optimistic and are planning for the remaining cameras to be installed by the end of June 2017.

How will we raise the money to pay for  the camera project?
We need our Sunset Beach community to support the project to help us raise the R120,000 needed for 3 new cameras.  We will be relying on donations from residents and businesses in order to fund this project. Watch this space for more info


Why Crime Watch?
The SBHOA is working with Crime Watch to install, maintain and monitor the security cameras.  The majority of Sunset Beach residents are using Crime Watch as their security company.

Crime Watch is currently managing the existing cameras in Sunset Beach and  have the recently upgraded the network to support all the cameras (incl PTZ cameras) in real time.

Your free "vehicle disk" sticker to display on your car:

To kick-off the camera projects, every household within Sunset Beach will received a flyer and 2 Sunset Beach discs for display on your vehicle.  Business owners and staff will also receive stickers.

Stickers will be distributed with flyers in the next 2 days.

The stickers will help with vehicle recognition as vehicles enter and leave Sunset Beach. Also, identify vehicles/people local to Sunset Beach in a similar type scenario as the "shipwreck" disaster.
